Bounded rationality reasoning predicts that individuals will pay sequential attention to goals and seek to

satisfy aspiration levels on each goal. Many goals have been proposed for organizations, but research has so far concentrated

on profitability goals. In addition to profitability, managers also have size as a goal and use heuristic judgments of the

optimal organizational size as aspiration levels when making decisions on growth and market participation. This paper

develops predictions on how organizational size relative to historical and social aspiration levels affects growth, market

entry, and market exit, and compares these predictions with alternative predictions drawn from other perspectives. Empirical

evidence from the casualty insurance industry supports aspiration levels for organizational size, and shows evidence of

satisficing behaviors with respect to size and risk levels.
