The combination of organizational form inertia and local imprinting make it difficult to see how we would ever observe novel forms penetrating local populations of organizations. This paper presents a theory of new form penetration that highlights the local and non-local pre-founding industry experience of organizational founders as drivers of new form emergence and persistence. Our theory suggests a blending process. Pre-founding industry experience in non-local populations leads founders to choose locally novel organizational forms. When a founder also has pre-founding experience within the local population, her new organization tends to reach larger size and produce with superior product quality, both of which contribute to the persistence of the novel organizational form. We evaluate these predictions in an analysis of a major transformation of the population of Israeli wineries. Between 1982 and 2005, this population grew from five organizations to 128. This explosion in numbers coincided with a shift from kosher toward non-kosher wine production. Although the four largest Israeli wineries in 1982 were all kosher producers, roughly 75 percent of the new entrants were established as non-kosher producers. After arguing that kosher versus non-kosher wine production represent distinct organizational forms separated (at least initially) by strong form boundaries, we analyze how the novel organizational form successfully penetrated the local population. The results attest to the joint effect of local and non-local pre-founding industry experience and thus corroborate our theory of form penetration.
