"The Rise (and Rise) of Strategic Planning: a Practice Perspective on Strategy Jobs and Skills in France and the United Kingdom, 1964-2004"

This paper addresses three broad questions: i. has strategic planning as a practice undergone the kind of rise and fall proposed by Henry Mintzberg (1994); has strategic planning substantially changed, as suggested by Grant (2003); and to what extent does strategic planning vary anyway in different national business systems, following Mintzberg (1994) and Whitley (1999)?
The paper addresses these questions by bringing together a unique longitudinal and comparative data-set of job advertisements for strategic planning positions in France and the United Kingdom over the period 1965 to 2004. It concludes broadly that the ‘fall' of strategic planning may be somewhat overstated; that strategic planning may have changed to some extent, but nevertheless displays considerable continuity in its substance; and that, while there are differences, there is a good deal of similarity across France and the United Kingdom in strategic planning practice. The conclusion touches on the implications for the current debate on the
position of technical analysis in business education.
